The IRS will rarely forgive your tax debt. Deals such as “offer in compromise” are only extended to those experiencing genuine financial hardship, such as a catastrophic health care emergency or a lost job paired with poor job prospects.
The IRS will often settle for what it deems you can feasibly pay. To determine this, the agency will take into account your assets (home, car, etc.), your income, your monthly expenses (rent, utilities, child care, etc.), your savings, and more.

In order to qualify for an IRS Tax Forgiveness Program, you first have to owe the IRS at least $10,000 in back taxes. Then you have to prove to the IRS that you don't have the means to pay back the money in a reasonable amount of time.
The IRS will generally waive penalties for first-time offenders. This is called first-time penalty abatement, and to qualify, you must have a history of being compliant with tax filing and payment requirements. You also must have not used first-time abatement any time in the last three years.
You can request First Time Abate for a penalty even if you haven't fully paid the tax on your return. However, the Failure to Pay Penalty will continue to increase until you pay the tax in full. Example: You didn't fully pay your taxes in 2021 and got a notice with the balance due and penalty charges.

In general, the Internal Revenue Service (IRS) has 10 years to collect unpaid tax debt. After that, the debt is wiped clean from its books and the IRS writes it off. This is called the 10 Year Statute of Limitations. It is not in the financial interest of the IRS to make this statute widely known.
Type of Tax Debt
Typically, only income tax debts can be dischargeable in bankruptcy. A tax debt owed for payroll taxes, FICA (Social Security) taxes, and trust fund taxes are not dischargeable through any type of bankruptcy proceeding, including Chapter 7.
Generally speaking, IRS hardship rules require: An annual income less than $84,000 per year. Little or no funds left over after paying for basic living expenses. Basic living expenses fall within the IRS guidelines.
First, the IRS can accept a compromise if there is doubt as to liability. A compromise meets this criterion only when there's a genuine dispute as to the existence or amount of the correct tax debt under the law. Second, the IRS can accept a compromise if there is doubt that the amount owed is fully collectible.
A taxpayer may qualify for relief from certain penalties if he or she: Didn't previously have to file a return or had no penalties for the three tax years prior to the tax year in which the IRS assessed a penalty. Filed all currently required returns or filed an extension of time to file.
While there are no income requirements, the IRS has certain eligibility standards that must be met in order to qualify for the program, including: You must have filed all required tax returns for the previous three years. You must not owe more than $50,000 in taxes, including interest and penalties.

Compare Your Options Before You Borrow Money
Paying your taxes usually won't affect your credit scores one way or the other, and the IRS' payment plans may be the best option if you can't afford your tax bill by the filing deadline.
